Insurers Back Mandatory Helmet Rule for E-Scooters Following Long Campaign

In brief

  • The Malta Insurance Association has voiced formal support for introducing compulsory helmets for e-scooter riders.
  • The representative body pointed out that it has spent seven years campaigning for mandatory head protection on light electric vehicles.
  • Insurers highlighted that stronger regulatory safeguards are essential to lower the risk of severe head injuries on local roads.

The Malta Insurance Association has welcomed proposed regulations requiring e-scooter riders to wear protective helmets, describing the initiative as a long-overdue step to safeguard road users.

The representative body noted that it has consistently lobbied authorities for such safety interventions over the past seven years. During this period, the association repeatedly warned of the growing frequency of accidents involving micro-mobility vehicles on Maltese roads.

According to the insurers, head injuries represent one of the most critical hazards faced by people commuting on electric kick-scooters. Enforcing headgear requirements would substantially reduce both the severity and fatality rate of road collisions.

The association stressed that rising numbers of light electric vehicles in urban areas have outpaced existing regulatory frameworks. While rental e-scooter fleets have faced various local restrictions and operational bans in recent years, privately owned devices remain widespread.

Representatives pointed out that road safety measures must adapt as micro-mobility continues to expand across Malta and Gozo. In addition to mandatory helmets, the insurance sector has previously advocated for clearer infrastructure standards, rider education, and stricter enforcement of traffic laws.

The sector confirmed its willingness to cooperate with transport authorities to finalise and implement the framework, urging swift legislative action to guarantee rider safety ahead of upcoming road safety reforms.

The Spin Room
